It's for non-Loyalists because the Loyalists already have a community with a shared goal, and they've the support of each other, the Templars, and the Chantry. Those who want to stay free don't have a support network. A lot of mages are trying to make it on our own and we don't have to. You can come and be you, and talk with other mages who are being themselves.
